[Logs-devel] hash ruleset added to 0.2.0 proposed tree

All,

I've added a hash-ruleset class to the 0.2.0 tree.

it /mostly/ works like a  regular ruleset, except that you give it a 
function to find the key it will use from the log message and you 
associate rule[set]s with keys in a hash table in the hash-ruleset.

Its just an efficiency hack,
