[ANN] Emacs lout-mode v0.3 available

lout-mode v0.3 (a major mode for typing Lout documents in Emacs) is
available. This release fixes a bug in running the lout interpreter in
unsafe mode (thanks to <address@hidden> for the bug report).
Since the changes are so slight, I have appended a patch against v0.2;
it is also available from
