Hm, given this, I wouldn't really include an option, neither as in comment
#5, nor including a flag in ip_output*(). I think it's simply not necessary
and bloats the code. Nobody ever really seems to need this flag until looking
for the smallest MTU on a given route. Since lwIP does not support this (and
given the lw in it's name, probably never will), I think we can safely set it
to 0 and be done. Right?
