Re comment #19:
yes and yes. I didn't really think about it, I was just implementing like it
was. But I like both ideas.

Re comment #18:
It would be OK if it never happend, but what does the reassembled packet look
like if it _does_ happen? We would have to throw away the unfitting fragment
and let the transmission time out...

Whatever we do, we have to check that the boundaries fit or else the
reassembled packet will be wrong.
