Details:

Since netbuf functions could be use outside the netconn api (I thought to the
future "socket2" api, but, it could be use for any raw api applications), I
would like to add two new files - netbuf.h and netbuf.c - to the current CVS
HEAD. api.h would include netbuf.h, so, the only change for ports should be to
add netbuf.c in their makefiles (just one line). Since we have decide to do
all port-breakage in current release, I think it is something to do now. No
objections ?
