Details:

TCP_QUEUE_OOSEQ defaults to 1.
If LWIP_TCP==0, this breaks compilation of pbuf.c ("undefined identifier
tcp_active_pcbs").

The attached patch proposes a better default in opt.h and enforces correct
behaviour in init.c.
