Follow-up Comment #25, bug #27049 (project lwip):

Great!  I'm happy with this.  Something about it is better.  Although the 5th
device retries a discover and gets the retried offer, the router processes the
earlier request and ACKs it.  I don't recall seeing this earlier.

5 devices come up in under 6 seconds even if the 5th has to retry its
discover (which occurs less than half the time).  This is a significant
improvement over 22 seconds for 4 devices.
