Details:

Hi,
the description in opt.h states that NO_SYS=0 is required:
/**
 * MEMP_NUM_SYS_TIMEOUT: the number of simultaneously active timeouts.
 * (requires NO_SYS==0)
 * The default number of timeouts is calculated here for all enabled modules.
 * The formula expects settings to be either '0' or '1'.
 */

The line:
 * (requires NO_SYS==0)
should be removed, as these are handled by sys_check_timeouts when NO_SYS=1
