Yes it does -- I flipped the port into the other structure and it behaves the same way:

address@hidden ~]$ make reuse
cc     reuse.c   -o reuse
address@hidden ~]$ ./reuse
bind before so_reuseaddr returns -1: errcode: 98
udp        0      0 ::1:12345 :::*
udp        0      0 :::12345 :::*
address@hidden ~]$
