Details:

Implement the following top level APIs from RFC 3493: Basic Socket Interface
Extensions for IPv6, Section 4: Interface Identification

if_indextoname
if_nametoindex
if_freenameindex
if_nameindex

Also implement equivalent raw/core APIs (netif_) for NO_SYS deployments
