Follow-up Comment #38, patch #8680 (project lwip):

In theory they could have been. Although, since those APIs are overloaded
forms of some of the existing netif APIs, I felt it natural to include them in
the same place. With this, they could be used with other static routing
implementations as well. 
Task 14283 could also tackle this provided it captured a way to pass in a
gateway parameter.
