Follow-up Comment #5, patch #9388 (project lwip):

That would be the opposite of the RFC's wording. Although there is nothing
about chapter 10 in the errata.
As I understand, the 15+ minutes is the cyclic (planned) time update, whereas
the >= 15 seconds is the retry if a planned time update goes unanswered.
