Details:

According to RFC6762 section 8.3 Announcing, a minimum of 2 announce messages
is needed. Up to 8 announces with an interval increase 2^n. This is added in
this patch.
I also refactored the state machine a little based on the experience with
ACD.

WATCH OUT: this is a patch made on top of the changes under discussion in
patch #9523.
