If a bug gets fixed, the fix should be in CVS. Sometimes people without
write access to CVS are kind enough to submit a patch for us to review
and commit to CVS if we think it's right. Doing so I think vastly
increases the speed with which a bug will be fixed, so is strongly
encouraged!
