No.
The closest thing to this function have been .announce messages
that have been posted at times to selected newsgroups.
There are services such as NetMind <http://www.netmind.com> on
the Web which will monitor a web page your designate for changes
and email you when the page changes.
People desiring notice of releases, for example, could register
<http://lynx.browser.org/index.html> with such a site and they
would get infrequent messages, mostly when they wanted them.
