Yes, that was certainly the idea I had in mind.  It would not involve
any new keymappings, it would just change the behavior of ( and ) or
^N and ^P to scroll some fixed number of lines defined in lynx.cfg or
.lynxrc (probably easier from a programming perspective to put it in
lynx.cfg).  It would be sort-of like the behavior of the scroll-step
variable in Emacs, which is where I took the name from.

I'm afraid I'm too busy to take a look at it.  I would think it would
be easy, though.
