That is because you've specified that nothing should be done for 
image/jpeg!

Here's the relevant line in your trace log:

ProcessMailcapEntry Setting up conversion image/jpeg : 

There is no program specified after the colon.  Gif files work because 
they match the rule, image/* :  xv %s, but for jpegs the empty rule 
takes precedence.

So, you must remove that line, either from your personal .mailcap file 
or from the system mailcap flie.
