first, you should ask your ISP to upgrade to the latest 2-8-1 :
they can get it from  http://www.slcc.edu/lynx/release/ ;
it has a more manageable options screen using forms:
you may need to discuss with your ISP how s/he sets up Lynx.

yes, that should have activated it in Lynx 2-7.

that's something only another blind user can tell you accurately,
but the actual effect is to place the cursor before the current link,
rather than tucking it away in the bottom right-hand corner;
presumably, that helps your speech software show you where you are.
