iirc, all are logicals - though there's an ambiguity in VMS on that
issue (it may no longer be the case, but when I first used getenv on
VMS, it could read either symbols or logicals).

But the application code sets logicals, and symbols don't have the
same visibility.  So it makes little sense to set symbols.
