This is a social, not a technical problem; you need to convince them that
it is in their business interests to write HTML according to the true
spirit.  Generally, they will not perceive Lynx as important to their
business model, but you might just get somewhere by pointing out that
Microsoft reccommended disabling Javscript on IE5 for about a couple
of months earlier this year until they provided a new security patch,
on the other hand, they may rightly assume that their target audience
doesn't read MS securigy bulletins, and certainly doesn't act on them.

You could point them to http://www.w3c.org/WAI/, but don't hold your
breath; the disabled are not often good prospects for their advertisers.
You could point them to any disabled access legislation in your country,
but a lot of such legislation is not effectively enforced.
