thank you for your answer. 

m17n-edit is installed on my system. When I type "~n" in the opened window then it works and ñ appears. However no log file is created, I don't know why. I also cannot use the menus which are present in the opened window, they close immediately again if I release the mouse button, and releasing the mouse button while a menu item is chosen also doesn't work.

Then, please run this in a terminal,

% MDEBUG_INPUT=1 m17n-edit --im sa-IAST &> ~/log

type "~n" in the opened window, and show me the contents of "log".

If you don't have the command "m17n-edit", please install
the package "m17n-lib-bin" (in the case of ubuntu).
