* README: Copy coreutils wording for allowing copyright year
ranges. Also mention libsigsegv 2.9.
* cfg.mk (UPDATE_COPYRIGHT_USE_INTERVALS): Now that GNU Coding
Standards permit it, prefer shorthand copyright.
* HACKING: Update libsigsegv preference.

Previously, I had been enforcing long-hand copyright because
of GNU Coding Standards. But those were recently changed, so
now is a perfect time to adopt coreutils' policy. :)
I guess I didn't make it with releasing m4 1.4.16 in 2010; I'd
like some more Haiku feedback before releasing.
