Well, how can we create the maillist at nongun.org?

I am the member of android-x86/qemu/virtualbox maillist. They all have their own website. I don't understand the exact meaning of "nongnu.org is only for projects hosted at nongnu.org.". Maybe I need to ask how to host our project at nongnu.org ?

You will need to contact the c2engine.com folks if you want a mailing
list there. nongnu.org is only for projects hosted at nongnu.org.
