GNU make Google Summer of Code project

Hi all;

I'm happy to announce that the GNU make project has been allocated a
Google Summer of Code slot.  Ramon Garcia will be enhancing GNU make to
provide "stateful" capabilities, allowing much more complex out-of-date
computations than the traditional time last modified (which will, of
course, remain the default behavior).

I've subscribed him to this list and I'd like to use it as a forum to
discuss the details of the project and get input from anyone who wants
to help.

I'm sure he'll be introducing himself and describing the implementation
he and I have been discussing, so you all can look at it as well.
