Looks ok, only some names that has ambiguity in sorting look weird
(for which can be different sorting name variants by different
conventions).
Also tested on my city and found problem with "Набережная улица"
converted to "улица, набережная" because "набережная" is usually
status prefix/postfix but here it is name, and "улица" is status
postfix. Other names looks good.
Made changes to fix this, will send patch in separate email.
