[Mingw-cross-env-list] gsl

Hello,

I'm using mingw-cross-env to compile pspp to windows
(www.gnu.org/software/pspp ) and it uses libgsl as default arithimetic
library. It is not part of mingw-cross-env, and I wish to know if there
is some work going on to make it part of. If no, do you think it is
useful to put it?
