It's a general problem with a simple solution, but still it happens.

The easiest thing to do is download them manually, go to
http://sourceforge.net/projects/tdm-gcc/files/
and browse to Sources/Vanilla Sources/_Deprecated.
If you're just starting with mingw-cross-env though, you might like to
try the development version, gcc has been updated to 4.5.
