[Mingw-cross-env-list] [Patch] Update to Boost 1.46

Hi,

I've attached a patch to update to Boost 1.46, using "hg diff" this
time, hopefully it is correct. Note that boost::filesystem now
defaults to a different version, so this might not be compatible to
your code, however, since the old version will be dropped soon there
is no way around this. See

Also, I'd volunteer to take over maintenance of the Boost package,
since I usually need the current release and know about / care about
build problems etc.
