[Mingw-cross-env-list] Package proposal: opencv (Re: Packages proposal intro)

Hi again,

Here is opencv. I filled in but didn't check the package update.

The patch removes an assignment of CMAKE_INSTALL_PREFIX to 
${CMAKE_BINARY_DIR}/install in the main CMakeLists.txt and prevents 
FFmpeg dlls to be installed to ${CMAKE_INSTALL_PREFIX}/bin.
