One of the changes in harfbuzz 0.9.18 is that ICU support has been split out into a separate library (libharfbuzz-icu). Packages which need ICU support in harfbuzz should use pkgconfig to search for harfbuzz-icu.
 
I have attached a patch which fixes the two *.pc.in files according to these changes.
