The problem seems to be a link error with qdbm-test.c. It appears with i686-w64-mingw32 but not with i686-pc-mingw32.

It appears to be picking up `/usr/bin/i686-w64-mingw32-gcc`, possibly from an old install (version 4.6.3), though the mxe one should precede it in the path.

Can you try something like:

cd '$(1)' && CC='$(PREFIX)/$(TARGET)-gcc' ./configure ….
