Summary:  Gui protocol mismatch in encoding/decoding

Original Submission:  get_host_state use <= 12, buf_host_state < 12, this leads 
to incorrect decoding when gui protoclo 12 is used, change get_host_state in 
common/guiDecoding.ml to use < instead of <= to fix
