Summary:  Add '<' and '>' to url_in_mail an URI-escape the filename

Original Submission:  The "url_in_mail" should be enclosed in '<' and '>' so 
MUAs recognize the whole string as an url. Also should the filename be 
URI-escaped, because some characters (like spaces and %) are not allowed in 
urls.
I've included the patch for the angle brackets, but I don't know enough ocaml 
to do the URI-escaping (I only know where, but not how it can be done :-).
