Details:

Although this looks identical to #14540 I am posting because:
-It is supposed to be fixed
-Windoze

At least since 2.7.1 and as of at least 2.7.3:
-Shared dirs ammount to >69GB but only 35.38GB of files are detected.
-Files that should be shared are missing froom the uploads list.

Some of the paths contain non-ASCII chars (but some of the missing files have
all-ASCII paths, whereas some with non-ASCII paths are correctly shared.)

All shares are 'all_files'.
