Details:

Two stages task :

1 - On startup the core check if a new version is available an inform the user
with a warning message (Option : let the user choose if he want the core to
check on startup)

2 - Let the core upgrade itself if it finds out a new version, then send a
message to the user to ask for a restart (Option : let the user decide if he
want to let the core manage upgrades)
