Follow-up Comment #2, task #5337 (project mldonkey):

In firefox you can add a keyword like "mld" to the cammand box of the HTML
interface. (R-click on the box>"Add a Keyword..")
Then type in the URL bar
mld set max_hard_upload_rate <value1>
Bookmark the resulting page, then do it again for <value2>.  If you put the
bookmarks in firefox's Bookmark Toolbar Folder you can  just click one or the
other, almost as fast as toggling.
The same trick works for saving searches.
