 Why do that?

 The only resource which is "rare" in the donkeynetwork is "bandwidth", 
from a donkey perspective there is no other rare resouce.

 I can't imagine ratio on volumina or harddiskspace would help. It simply 
doesn't matter to the donkeynetwork if your 12kb/s upload are used by two 
rare files or by 250 popular files, the only interesting thing is how much 
bandwidth is available in general. 

Let people decide on their own which files to support by leaving them in 
their incoming-folder for weeks or months. I think this is some freedom 
which is even more precious than having all upload-hacks banned forever ;-)
