even if actual changelog denies it, that function has been implemented
in latest cvs (version 2.5.12, tag release-2-5-12). a new option
called ip_blocking was implemented which when set to a file in
peerguardian format will load it at startup (and everytime the option
gets re-set) and block all ips and ip-ranges listed there.
