Details:

as of now, mldonkey ignores browselist advertising, and asks the other
clients nonetheless, especially friends, which are asked additionally every
half hour, or more serious, every connect.

this patch change this behaviour. it looks, if browse viewing is allowed
(client_emule_proto.emule_noviewshared <>1), and only then asks for the browse
share.
