You are right Christian - the result of the election was realy strange 
:) I'm neutral in this question not because of try to make pleasure for 
someone, but just because i'm not against it as well as i don't think 
that it is 'must have' feature.

Probably Jan's decision is good conclusion for the election - we have 4 
votes => (0+0+0+1)/4 = 1/4 which is too low for change. What about take 
care about elections so, that the quotient of the election which equals 
to votes_summary/electors_count must be >=0.5 to succeed? In can solve 
similar situations well.
