According to our decision guidelines (same as Apache's:
http://jakarta.apache.org/site/decisions.html)

0: "Abstain," "no opinion". An abstention may have detrimental effects
if too many people abstain.

I think this means we keep the current start/stop/restart command line
arguments.

Actually I am still +1 on it. Guys, you must have an opinion about
that. I think a "0" could be used if you do not matter about it or
really canT decide be (no knowledge...). Even if you think it just
MIGHT not be good simply say "-1"... instead of giving a none vote...
just to please someone.

And Hauk you are right about, "An abstention may have detrimental effects
if too many people abstain." We are just four people so every opinion
counts.

You are right Christian - the result of the election was realy strange :) I'm neutral in this question not because of try to make pleasure for someone, but just because i'm not against it as well as i don't think that it is 'must have' feature.

Probably Jan's decision is good conclusion for the election - we have 4 votes => (0+0+0+1)/4 = 1/4 which is too low for change. What about take care about elections so, that the quotient of the election which equals to votes_summary/electors_count must be >=0.5 to succeed? In can solve similar situations well.
