Probably Jan's decision is good conclusion for the election - we have 4
votes => (0+0+0+1)/4 = 1/4 which is too low for change. What about take
care about elections so, that the quotient of the election which equals
to votes_summary/electors_count must be >=0.5 to succeed? In can solve
similar situations well.

Or we do it like it like the jakarta voting.  We say we need at least
two "+1" votes and more "+1" votes then "-1" votes.  And for major
decisions we need at least two "+1" votes and no "-1" votes.
