if I untar it, a specfile does exist

you can also recompile monit rpm for fc10:
rpmbuild -bb monit-4.10.1.tar.gz
(monit comes with monit.spec so you can use rpmbuild to create rpm
directly)

monit is part of Fedora 10 ... you can install it using yum from
Fedora
repository.
