I think I already have this behaviour when the client IP address was added in the /etc/hosts.deny by a IDS ...
I guess it is easy for you to verify ...

please can you get network trace of the communication between monit and ssh server (for example using tcpdump or wireshark) and send the dump? The ssh protocol test tries to read the ssh greeting - it seems that there was some problem while reading it.

But the service is working correctly.
