ChangeLog: 

Remove all uses of encode_hexenc() redundant with the automatic hex encoding
of ATOMIC_BINARY types in iostream operator<< and/or format operator%.
Also, reorganize the "extern template class" declarations in vocab_terms.hh
by inner type, and move all the iostream operator<< declarations from there
to vocab.cc so they're not being instantiated everywhere.
