ChangeLog: 

        * database.cc (put_file_version): don't skip deltas where new_id
        already exists, since we might still need to clean up old_id (resulting 
in
        too many full files being stored in the database). This is just 
reverting
        the change from 7f1c2d71bc2c0ade72809ac5835c10f38b322faa, a more 
thorough
        solution is probably to make deltify_revision() less dependent on the
        behaviour of put_file_version.
