* project.hh: Make the database handle public and document why.
* annotate.cc, annotate.hh, cmd.hh, cmd_db.cc, cmd_files.cc, cmd_merging.cc
* cmd_netsync.cc, cmd_othervcs.cc, cmd_ws_commit.cc, commands.cc
* enumerator.cc, enumerator.hh, netcmd.hh, netsync.cc, rcs_import.cc
* rcs_import.hh, selectors.cc, update.cc, update.hh:
  Change all functions that take a project_t argument to not also take
  a database argument.  Instead, use project.db.  Similarly for
  objects that hold project_t references.
