It had worked as of rev. f56166f8cb615054033a9b3f0ccacc122269d339 (or
some parents of it). Currently I look for some bugs in the new code
which is much much more space efficient by storing the CVS revisions
in delta format.

Yes, it can import remote CVS repositories and you can update and
commit from and to the monotone database.
