The default's still .monotonerc, as for Unix. If you're running under Cygwin or MinGW, it'll look in your $HOME. If you're running from a windows command shell, it'll look in $USERPROFILE or $HOMEDRIVE+$HOMEPATH
It's probably easiest to use the --rcfile option.

Yes. The installer optionally creates you a monotone database, but it's only trying to be helpful, you can certainly create more databases if you want.
3) where to find info on building monotone on Windows XP;
I last posted the instructions for this on October 15th 2004, you should find my mail in the archives. Those instructions are still pretty much accurate, though if you want the testsuite to work, there are a few more steps. I have a draft of updated build instructions, I'll try and get round to posting these.
