Just to let you know that monotone-0.25 likes Cygwin's latest libboostenough to produce a working executably, and I am willing to produce an"official" package for it, that people can install usinghttp://cygwin.com/setup.exe"make test", unfortunately, doesn't work as the boost unit testframeworks seems to be missing in cygwin's libboost.
