We haven't done release branches leading up to releases previously
(ie, we don't branch then let things stabilise for a while before
releases, we try to make things stable on mainline).
If, after the release, there are critical fixes such that we need to
issue minor-releases like 0.29.1, we can create the branch for that at
the time, diverging from the tagged release revision. This has been
done once or twice before, IIRC for 0.25.
